 2. Historical Evolution of Forensic Science in India
  • Antiquity: Forensic principles trace back to Kautilya's Arthashastra (~2300 years ago). Indians historically recognized the persistency and individuality of friction ridges (Tarija), utilizing them as biometric signatures.
  • 1849: Inauguration of the first Chemical Examiner’s Laboratory in Madras (subsequently in Calcutta 1853, Agra 1864, Bombay 1870) for toxicological and chemical analysis of biological matrices.
  • 1879: Establishment of the Anthropometric Bureau in Calcutta utilizing Bertillonage.
  • 1897: Establishment of the world's first Fingerprint Bureau in Calcutta. Sir Edward Henry, with mathematical formulations by Khan Bahadur Azizul Huq and subclassification systems by Rai Bahadur Hem Chandra Bose, officially replaced anthropometry with dactyloscopy. India became the first nation to adopt sole dactyloscopic identification.
  • 1898: Department of Explosives established in Nagpur, with regional offices (Calcutta, Bombay, Agra, Madras, Gwalior) and sub-offices (Sivakasi, Domia, Asansol).
  • 1902: Establishment of Calcutta CID. Rai Bahadur Pandit Shambhu Nath recognized as the Father of Indian CID.
  • 1904: Inauguration of the Government Examiner of Questioned Documents (GEQD) in Kolkata, headed by C.R. Hardless; relocated to Shimla in 1906 under F. Brewester.
  • 1905: Central Finger Print Bureau (CFPB) established in Shimla on the recommendation of the Royal Police Commission. Abolished in 1922 (Inchcape Committee), reinstated in Delhi (1955) under the Intelligence Bureau (IB).
  • 1910: Kolkata Serology Department established for serological and hematological analysis. Later renamed the Office of Serologist & Chemical Examiner to the Government of India.
  • 1915 / 1917: Inauguration of the Footprint Section and Note Forgery Section under the Bengal CID.
  • 1930: Establishment of a localized Ballistics Laboratory in Calcutta.
  • 1933: CFSL Chandigarh originated as a Scientific Section in Lahore; relocated to Phillaur (1948), then Chandigarh (1961); subsumed by the Government of India in 1978.
  • 1952: Inauguration of the first State Forensic Science Laboratory (SFSL) in Kolkata.
  • 1956: Central Detective Training School (CDTS) established in Calcutta.
  • 1957: Establishment of the first Central Forensic Science Laboratory (CFSL) in Calcutta.
  • 1960: Establishment of the Indian Academy of Forensic Science (IAFS).
  • 1965: Second CFSL established at Hyderabad (Osmania University campus).
  • 1971: Institute of Criminology and Forensic Science (ICFS) established in Delhi (later LNJN NICFS).
  • 1983: Creation of the post of Chief Forensic Scientist and the Forensic Science Directorate under BPR&D (on recommendation of Dr. V.K. Street, UK).
  • 1998: Inauguration of the first Forensic DNA Typing facility at CFSL Kolkata.
  • 2007: Inauguration of India’s first independent (non-governmental) FSL, Truth Labs, in Hyderabad by Dr. K.P.C. Gandhi, achieving ISO 9001 and ISO 17025 accreditation.
3. Scope of Forensic Science

The ambit of forensic science is multidisciplinary and continually expanding in tandem with technological paradigms.
  • Criminalistics: The forensic analysis, comparison, and identification of physical evidence (e.g., trace evidence, ballistics, biological fluids).
  • Forensic Toxicology: The qualitative and quantitative analysis of xenobiotics, poisons, and pharmacological substances in biological matrices.
  • Forensic Biology & Serology: The immunological and genetic analysis of biological evidence, including species origin and DNA profiling.
  • Questioned Document Examination: The analysis of altered, forged, or obliterated documents through ink analysis, paper analysis, and handwriting comparison.
  • Forensic Ballistics: The examination of firearms, ammunition, and projectile terminal ballistics.
  • Jurisprudential Admissibility: Providing empirical, objective scientific testimony to assist the judiciary in establishing guilt or innocence beyond reasonable doubt.
